Description: On April 13, 2019, Clarence Woods (Plaintiff) was in the custody of the NYPD (Defendants) and was rear cuffed. Plaintiff was standing at the rear side of a passenger vehicle surrounded by several police officers. Defendants were assaulting plaintiff by pressing the latter’s body firmly upon a vehicle to making it difficult for Plaintiff to breathe, used a taser upon Plaintiff, as well as handcuffed Plaintiff in an excessively tight manner.
