Description: On January 25, 2017 at approximately 4:30pm Plaintiff Gary Wade was driving with his brother when they stopped and Wade stepped out to go smoke. Two NYPD officers pulled up including Joseph Rodriguez and arrested Wade using excessive force such that they shattered the bones in his right elbow. He was taken to the 50th Precinct and released after 24 hours. He sustained injuries.
