Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Preyor, Jazmin vs City of Ny, et al.
Case # 501139/2023, Supreme Court - Kings, January 12, 2023, ended December 1, 2025
$10,000 Settlement
Complaint
Description: On December 22, 2021, Jazmin, a Black female, was lawfully driving her vehicle with her son when defendants pulled her over without legal justification and requested a form of identification. They then falsely accused Jazmin of a criminal offense, grabbed/restrained her, and illegally searched her person before tightly handcuffing her. They did not loosen the handcuffs even after Jamin complained they were too tight. Before they placed her fully inside of the police vehicle, they violently slammed the car door on her legs about 5 times. They took Jazmin's son from the car. Jazmin was illegally detailed until December 23, 2021 at approximately 10am.
