Complaint
Description: On March 31, 2011, Sergeant Steven O’Hagan, Officer Omisore, and Officer John Doe stopped the vehicle in which the plaintiff was a passenger, citing an alleged traffic violation. During the stop, Sergeant O’Hagan reached through the vehicle window and tapped the plaintiff's pocket. He then instructed the plaintiff to exit the vehicle and conducted a frisk and search, during which he discovered pills in the plaintiff's pocket. The plaintiff was subsequently handcuffed, arrested, and charged with possession of a controlled substance with intent to sell. The vehicle's driver was released at the scene.
