Description: On July 10, 2011, Michael Glenn was the first of the named plaintiffs of the class of individuals that were incarcerated in Brooklyn Central Booking after arraignment. While incarcerated the plaintiffs were held in overcrowded cells; deprived of sleep with a lack of beds, pillows or blankets; unusable toilets; extreme temperatures; unsanitary conditions; pest infestations; crime; inadequate food and water and a general substantial risk of harm. Police Commissioner Raymond Kelly, First Deputy Pineiro, Captain Kobetitsch and Tobin all violated the Due Process Clause of the Fourteenth Amendment for intentionally subjecting plaintiffs to unconstitutional conditions.
