Description: Plaintiff was walking to the corner store when Plainclothes officers chased him without identifying themselves. Plaintiff ran until he was struck by a vehicle and fell. Officers then handcuffed him, assaulted him, searched him, and arrested him. Plaintiff was taken to the 79th Precinct, strip-searched, and charged with PL 220.16(1) 'Criminal possession of a controlled substance in the third degree' and PL 205.30 'Resisting arrest', which the DA declined to prosecute.
