Description: On July 4, 2016, Ms. Albert, Mr. Small, Albert's son, and their infant son were driving home when they were cut off by a swerving car driven by defendant Officer Isaacs. Isaacs was off-duty at the time. At a traffic light, Mr. Small got out of his car and approached defendant Isaacs' car. Defendant Isaacs rolled down his window and shot Mr. Small three times, in full view of Ms. Albert and their children.

The driver was an off-duty NYPD officer, Wayne Issacs. When both cars stopped next to each other at a traffic light, the deceased got out of his car and approached Issacs's car.
