Summary

According to [redacted] on August 4, 2006, at approximately 1:30 a.m., a male by the name of [redacted] who was driving a black SUV, picked [redacted] up from the corner of Arthur Kill Road in Staten Island. Two males by the name of [redacted] and [redacted] were seated in the back seat of the vehicle. [redacted] entered the vehicle and sat in the front passenger seat. [redacted] indicated that he could not turn the headlights off and was "fiddling" with the buttons. Shortly after, a police vehicle stopped them (Allegation A). Two officers, identified from the investigation as PO Vitoliy Zelikov and PO Aiman Ahmed, of the 123rd Precinct, allegedly approached the vehicle and indicated that the headlights were turned off. The occupants of the vehicle were instructed to exit. Initially, [redacted] was arrested for [redacted] and [redacted] were told to remain in the area while a further investigation was conducted. During that time, PO Zelikov and PO Ahmed allegedly searched the vehicle (Allegation B). Additional patrol cars arrived at the scene and arrested [redacted] and [redacted] At the 123rd Precinct, [redacted] was informed that she was the passenger of a stolen vehicle.
