Description: On September 8, 2013, Plaintiff Elijah Paulin was riding a skateboard on a Manhattan sidewalk when he was told to stop riding it by officer Sicelin Ortiz of the NYPD. Plaintiff alleges that he complied immediately. However, Officer Ortiz still decided to stop and arrest Plaintiff. Plaintiff alleges false arrest and abuse of process.
