Description: On October 24, 2021, Plaintiff Andy Baisden was driving a legally rented vehicle when Defendant Sgt. Martis stopped him. Sgt. Martis stated that the reason for the stop was Plaintiff driving with a fraudulent temporary license plate. Plaintiff explained that the car was rented and attempted to give the officer proof of the rental, but Sgt. Martis ordered Plaintiff out of the car and placed him under arrest. Plaintiff was then given a desk ticket and held in custody despite not committing any crime. The desk ticket was later dismissed.
