Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Description: The plaintiff was participating in a demonstration in solidarity with Baltimore for Freddy Gary who died while in police custody when she observed a fellow demonstrator being roughly arrested by an officer. The plaintiff began to record the incident when she was grabbed by the defendant officer, assaulted, thrown to the ground and very tightly handcuffed. The plaintiff was then taken to One Police Plaza and charged with Disorderly Conduct and Resisting Arrest. The charges were adjourned in contemplation of dismissal and later dismissed and sealed.
