Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Featherstone, Aderea vs City of New York, et al.
Case # 13CV01618, U.S. District Court - Southern District NY, March 21, 2013, ended January 6, 2014
Zero Disposition
Complaint
Description: On June 12, 2010, plaintiff was detained and falsely arrested from her home by defendant NYPD officers, including Det. James Flynn and Sgt. Michael Burello, based on false accusations of theft from a CVS store. Despite a lack of probable cause, she was detained for four days until her arraignment, where she was charged with larceny and other charges. Due to the nature of these false charges, excessively high bail was set. She remained incarcerated until her indictment was dismissed on September 13, 2010 because of the defendants' presentation of false and erroneous records to the grand jury. The charges were completely dismissed on March 4, 2011.
