Description: On March 20, 2015 Plaintiff was lawfully operating his cab when his vehicle was struck violently from behind by another car. Both drivers exited and Plaintiff was assaulted. Plaintiff called 911 but after a significant period of time elapsed Plaintiff traveled to the nearest precinct to implore police intervention. At the 19th Precinct Plaintiff spoke to Lt. Garcia who advised him to return to the scene of the accident and wait. When Plaintiff returned to the scene he learned POs and an ambulance had already come and gone.
