Description: On April 22, 2015, Plaintiff was seated in his stationary vehicle near Grand Central Station, waiting for a vehicle to exit a parking spot that he intended to park in. Police Officer Karen Murphy began writing Plaintiff a ticket, claiming that Plaintiff was blocking a firetruck. Plaintiff told Murphy that he was waiting for the vehicle to pull out so he could park and he would never block a firetruck as an officer of the court. Murphy told Plaintiff she would give him a choice of a ticket for double parking or a moving violation.
