Complaint
Description: On July 15, 2020, Plaintiff was lawfully at a bus stop when he was harassed by a person intentionally violating COVID-19 protocols. Defendant officers Richard Benbow and Jane/John Doe 1-10 responded to the scene, where Plaintiff informed them of his harassment. Defendant officers including Benbow and John/Jane Doe 1-10 then unlawfully searched Plaintiff by patting him down all over and searching his pockets. Defendants then contorted Plaintiff's arms behind his back to handcuff him. Plaintiff protested that the handcuffs were too tight, leading to contusions, swelling, and loss of feeling in his wrists. Officers arrested and removed Plaintiff to the precinct and confined him in a cell before fabricating crimina...
