Description: On June 25, 2013, at about 2:10 PM, the plaintiff (a Hispanic male) was lawfully within the vicinity of Boerum Street and Manhattan Avenue, when several unidentified police officers, including defendant police officers Ian Griffith and John and Jane Doe 1 through 10 (whose names are otherwise unknown), drove passed the plaintiff in a police van. Without justification, the defendant police officers exited the van and began to harass the plaintiff, despite the fact that they had no reasonable suspicion or other lawful basis to do so.
