Description: On October 6, 2017 at approximately 3:30 p.m., Vanessa Swinton was lawfully in the vicinity of East 120th Street and Madison, County of New York City and State of New York, when she was approached by the Defendants, Police Officer Juan Espinal (Shield No: 10296), Police Officer Farry Medinaramos (Shield No: 11763) and Police Officer Helin Marte (Shield No: 07937). Without just cause or provocation, the Defendants placed handcuffs on Ms. Swinton's wrists in an extremely tight manner, causing her to sustain serious injuries to her wrists and shoulders. Due to the reckless actions of the Defendants, Ms. Swinton was injured physically and mentally and was deprived of her Civil Rights due to the excessive force used...
