Complaint
Description: On November 2, 2016 decedent Plaintiff was lawfully present inside a residence when he was approached, battered, falsely arrested, and handcuffed by Sgt. William Melrose and unknown officers. While decedent Plaintiff was in handcuffs Sgt. Melrose deployed a taser or taser-like device at decedent Plaintiff, which struck decedent Plaintiff and caused him to suffer a fatal cardiac arrest. Sgt. Melrose deployed the taser or taser-like device without provocation or legal justification. Decedent Plaintiff's sister, Plaintiff Mildred Galarza, is now permanently deprived of the society and services of her brother as a result of Sgt. Melrose's actions.
