After plaintiff exited his vehicle, without justification or cause Defendants Delarosa, Caraballo, Zahid, and Bhatti arrested plaintiff by throwing him to the ground, handcuffing him, and punching him about the body. Description: On June 8, 2021, plaintiff was standing on a sidewalk outside a smoke shop when officers stopped, detained, and placed plaintiff into custody without reasonable suspicion. For four hours, plaintiff was handcuffed to the floor. Plaintiff was questioned by officers regarding a recent shooting incident. Plaintiff was released with an appearance ticket for consumption of alcohol. Plaintiff did not have alcohol on his person at time of arrest. The ticket was dismissed.
