Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Substantiated': The alleged conduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

$30,001 Settlement
Complaint
Description: On January 14, 2016, Dwayne Richardson was in police custody at the 73rd Precinct in Brooklyn NY. Officer Christian Diaz and other officers removed the Plaintiffs belt and shoes and caused his pants and underwear to fall to the ground. They then cuffed him so he was unable to retrieve them. They had no reasonable suspicion to undertake the search. They then took him to a holding cell, removed one of his handcuffs, and told him to fight them. He refused and was left alone in the cell. After he complained about being left naked, the Plaintiff was moved to a cell with other prisoners. However, the Defendant then removed him again and slammed him face-forward onto the ground and struck him on the head and neck.
