Description: Defendant DeGirolamo pulled over Plaintiff and then proceed to ask him for his license, the vehicle's registration, to step out of the car, and then to put his cell phone and wallet on the roof of the vehicle. Plaintiff complied with all of these orders. Defendant DeGirolamo proceeded to search both the Plaintiff and his vehicle. Additionally, Defendant DeGirolamo searched the Plaintiff's wallet and found a driver's license belonging to one of the passengers in the Plaintiff's vehicle, which the Plaintiff was carrying for the passenger. A second unnamed Defendant arrived at the scene, searched Plaintiff's vehicle a second time and ordered Defendant DeGirolamo to place Plaintiff under arrest. All of the charges ...
