On June 22, 2016, at approximately 6:15 p.m., [redacted] was driving a rental vehicle on Jamaica Avenue and Carpenter Avenue in Queens when he was pulled over by PO Joseph DeGirolamo and PO Daniel Gasperetti of the 103rd Precinct (Allegations A and B). PO DeGirolamo and PO Gasperetti used force to remove [redacted] from the vehicle, place him on the ground, and handcuff him (Allegations C and D). PO Gasperetti allegedly used profanity towards [redacted] (Allegation E). PO Brian Lyons, PO Wayne Costello, PO Michael Rotanz, and Sergeant Mary Humburg of the 103rd Precinct arrived on the scene. PO DeGirolamo, PO Gasperetti, and Sgt. Humburg searched [redacted]s vehicle (Allegations F, G, and H).
