Description: On March 11, 2011, Plaintiff was driving his vehicle northbound on Rochester Ave, between Crown and Carroll Streets in Brooklyn, NY. Defendant Yasin was driving a marked police car southbound and made a u-turn to follow Plaintiff. Plaintiff pulled his vehicle over, and was pulled out of the vehicle by Yasin.
