Description: On or about August 20th, 2023, at approximately 3:30 a.m., Plaintiff Richard Tartt was lawfully in the vicinity of Simpson Street and Westchester Avenue, Bronx, NY when Defendants NYPD Police Officers Zachary Dolce, John Doe, and John Roe approached him. The officers had no valid arrest warrant, probable cause, or reasonable cause to approach, stop, search, seize, touch, grab, assault, batter, violate, handcuff, and detain Plaintiff in such an aggressive, offensive, and excessive manner. However, Plaintiff knowingly and falsely believes Plaintiff committed a crime.
