Description: On July 4, 2017, Plaintiff was lawfully operating his vehicle at an intersection in Brooklyn, with his wife and children in the vehicle. When Plaintiff reached the intersection, he observed police officers at the intersection blocking and redirecting traffic. When Plaintiff approached the intersection, he called for Defendant Sergeant Viligance and requested he help direct him in the direction of his home, due to the traffic redirection. Defendant Sergeant Viligance replied “I am going to arrest you” and then forcefully opened Plaintiff’s driver’s side door and violently and forcefully proceeded to pull the Plaintiff by his arm out of his vehicle, while Plaintiff’s vehicle’s gear was still in the “Drive” shift ...
