Summary

On July 4, 2017, at [redacted] approximately 11:30 p.m., in Brooklyn, [redacted] and [redacted] at the his wife, [redacted] and their children, [redacted] encountered a police road block when driving to their residence. [redacted] began turning his vehicle onto Neptune Avenue, when he asked Sergeant Fitzroy Vigilance of the 71st Precinct for assistance in driving through the intersection. Sgt. Vigilance told [redacted] to complete the turn onto Neptune Avenue or he would arrest him (Allegation A: Abuse of Authority [redacted] 1). Sgt. Vigilance then allegedly approached [redacted] Is vehicle, reached in through the driver's window, and opened the door (Allegation B: Abuse of Authority 1). Sgt. Vigilance then grabbed [redacted] and pulled him out of the vehicle (Allegation C: Force - [redacted] 1). Upon exiting the vehicle, [redacted] placed his hands behind his back and Sgt. Vigilance allegedly grabbed his hands and pulled them upward (Allegation D: Force [redacted] 1). Sgt. Vigilance then handcuffed [redacted] escorted him to a police vehicle and placed [redacted] inside it. After an unknown amount of time, Sgt.
