Description: On June 15, 2021, Plaintiff was lawfully present in his parked vehicle when NYPD Officers surrounded Plaintiff's vehicle with their guns drawn. The Officers present included Ronny R. Valdez and John Tripodi, as well as other Officers. There was no warrant for Plaintiff's arrest and the Defendant Officers did not have any cause to believe Plaintiff had committed a crime. Without warning, Plaintiff heard what sounded like a firearm being discharged, so he fled in his vehicle. Defendant Officers, including Valdez and Tripodi, pursued Plaintiff at high speed.
