Description: On September 1, 2018 at approximately 12:100AM in the vicinity of Westchester Ave. and E. 156th St. Bronx, NY, Nasir Philips was sitting with a group of friends when officers Keventh Arroyo and John Doe stopped handcuffed and arrested him, even though he was not engaging in criminal or unlawful conduct and did not possess a controlled substance. The police transported him to PSA 7 Precinct, where he was strip searched and nothing illegal was found. He was then placed in a cell with other male prisoners for several hours before being transported to Bronx County Central Booking at 215 East 161 Street, Bronx, NY.
