Description: On or about November 21, 2020, Plaintiff was shopping at a Chinese Bakery when a robbery occurred. Following the robbery, Plaintiff remained at the scene to assist when the police arrived because it did not appear that anyone else at the location spoke English. Without any facts to establish probable cause or reasonable suspicion, police officers arriving at the scene unlawfully handcuffed and falsely arrested Plaintiff, the only African American man present. Police admit on body camera footage that they had no idea what was going on because of the language barrier.
