Description: On or about July 13, 2019, Plaintiffs were arrested by officers Ramon J. Garcia, Thomas A. Accomando, Freddy A. Pichardo, Elvin A. Pichardo, and 5 unnamed officers. Plaintiffs were brothers who were, prior to the arrest, in the area to meet with some of their friends. Officers in street clothes first ran up to one plaintiff and forcibly grabbed him from the back. Then, the officers slammed that plaintiff's head on a nearby trash can. Description: On July 30, 2018, at approximately 8:00 a.m., Plaintiff was unlawfully stopped, searched, handcuffed, and arrested by NYPD Officer Ramon Garcia and other unknown officers near 181st Street and Ryer Avenue in the Bronx, New York. Plaintiff was accused of disorderly conduct with intent to cause violent threatening behavior, an accusation which Officer Garcia fabricated. False information was provided to the Bronx County District Attorney’s Office to support the prosecution. Plaintiff was detained for 16 hours, primarily at the 46th Precinct, and then maliciously prosecuted until the charges were dismissed on December 18, 2018.

Plaintiff would be walking or waiting on the street and then be arrested for allegedly accosting people and engaging in gambling.
