Description: On July 10, 2018, Detectives Scot Kashinsky and Christopher Burton knocked on Plaintiff's home door. Plaintiff let the Detectives inside where she spoke with them for approximately 30 minutes when Detective Kashinsky grabbed Plaintiff and placed her in a chokehold. Description: On July 4, 2012, at about 10:00 p.m., Plaintiff was in the vicinity of Mermaid Avenue and West 19th St. in Brooklyn, New York. Plaintiff observed his friend, Christopher Smith, being arrested by several NYPD Officers.
