POs illegally seized and searched Plaintiff and his residence, without his consent. POs then used excessive force to arrest Plaintiff, who told POs he was recovering from a critical stabbing occurring a month prior. POs did not have probable cause to arrest Plaintiff, but targeted him based solely on his status as a Hispanic male and a desire to meet illegal arrest quotas.
