Description: On June 10, 2019, plaintiff was fulled over by defendant POs in the vicinity of Bedford Avenue and Avenue D. Defendant POs ran plaintiff's license and registration and ordered plaintiff to exit the vehicle. After being pulled over, plaintiff began to record the interaction on his cell phone and later told the defendant POs about the recording. Defendant POs then searched plaintiff's person, placed him in handcuffs and in the back of the police car, and informed him he was under arrested for stealing the car he was driving. Plaintiff was then transported to the 67th Precinct and later to Kings County Central Booking. The Kings County District Attorney's office had declined to prosecute him for any crime. Plainti...
