Description: On November 21, 2023, Plaintiff Daville Campbell was sitting in the front seat of a legally parked vehicle with Pennsylvania plates in Brooklyn. Also in the car were Plaintiff's brother and cousin. Plaintiff witnessed a Nissan drive past before coming to a stop a few car lengths behind Plaintiff's vehicle. A male exited the Nissan and walked towards Plaintiff's car, pointed a cell phone at Plaintiff's car, and then got back into the Nissan and drove away. Shortly thereafter the Nissan returned, pulled up besides Plaintiff's vehicle, and turned on its flashing NYPD lights. At this point, Plaintiff realized this was an undercover NYPD vehicle.
