Description: On December 29, 2013, Plaintiff was talking to his friends while smoking a cigar and drinking water from a water bottle when approached by several officers, including Officer Rennington Belen. The officers asked to see Plaintiff's identification, and Plaintiff complied. Plaintiff asked why they were asking for identification, and one of the officers refused to answer his question. Despite the fact that the officers had no probable cause to believe that Plaintiff had committed any crimes or offenses, they placed Plaintiff under arrest.
