Description: On July 9, 2013, plaintiff was beaten, shot with a Taser gun, handcuffed, and arrested by defendants in the 69th precinct, Brooklyn, NY. While standing in the 69th precinct in handcuffs, Plaintiff was able to remove a hand from the cuffs and used that hand to gesture while speaking to Phillip. Desilva tackled plaintiff to the ground, while Phillip cursed at and shot her with a Taser gun.
