Summary

On March 11, 2016, [redacted] and his girlfriend [redacted] were involved in a domestic incident at [redacted] in Brooklyn and arrested by PO Evens Pierre-Louis. [redacted] was transported directly to [redacted] Hospital while PO Pierre-Louis and his partner PO Stephanie Toussaint transported [redacted] back to the 69th Precinct stationhouse. At the front desk of the stationhouse, PO Lawrence DeSilva watched over [redacted] while PO Pierre-Louis filled out [redacted] s pedigree card. [redacted] alleged PO DeSilva stated, "You's a bitch" (Allegation A), and also stated he wanted to "fuck" him up (Allegation B). [redacted] observed PO DeSilva take a step towards him so [redacted] kicked at PO DeSilva but PO DeSilva caught [redacted] s foot. PO DeSilva, PO Pierre-Louis, and PO Robert Gallagher allegedly grabbed [redacted] by his shoulders and arms and brought him face-down to the ground (Allegations C, D, and E).
