Description: On November 5, 2022, Plaintiff was at a gas station when suddenly a police car driven by Defendants Police Officers Michael Figueroa, Neil O'Donnell and Emmanuel Valerio aggressively turned into the gas station and struck Plaintiff's motorcycle. They placed Plaintiff under arrest. When he appeared, he was charged with Reckless Endangerment in the Second Degree. PO Figueroa signed the complaint, which falsely stated that Figueroa saw Plaintiff drive at a high rate of speed and hit the passenger side of his marked police car. Description: On September 21, 2015, Plaintiff was recording the actions of multiple NYPD police officers, including defendant Officer Michael Figueroa, while in a public space (no further specification in complaint). Description: On April 27, 2013, plaintiff was unlawfully arrested by NYPD officers from the 33rd Precinct, including Sgt. Josue Perez and P.O. Figueroa, while waiting for food at a restaurant in Manhattan. The police demanded identification and, without probable cause, handcuffed plaintiff and used pepper spray and a baton on him. After being taken to the 33rd Precinct and Manhattan Central Booking, plaintiff was falsely charged with various crimes, including obstruction of governmental administration. The case against him was dismissed in early 2014.
