Description: On December 4, 2016, Plaintiff was lawfully driving his motor vehicle when Defendant Police Officer Christopher Bowie and Sergeant Jessica Gavars unlawfully stopped, questioned, frisked, and searched Plaintiff without reasonable suspicion or probable cause.
