Description: On May 25, 2023 at approximately 12:00PM in the vicinity of 1250 Manor Avenue, Plaintiff was walking down the street without having engaged in any criminal conduct when he was stopped, handcuffed and arrested by Defendant Police Officer Carlos OCHOA Shield 3505, Police Officer Brandon RUSHDIE and Police Officers John Doe DOES.
