Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.

Complaint
Description: On August 26, 2010, POs Raul Muniz, Michael Buglione, George Duffy, and John and Jane Doe 1-5 (the names John and Jane Doe are fictitious, as the true names of these officers were unknown at the time of the complaint), without permission or a validly executed search warrant, entered Plaintiff’s residential building, allegedly looking for a weapon. The police officers falsely claimed that they had found contraband in the apartment, and arrested Plaintiff. Plaintiff was taken to the precinct, where he was strip searched.
