Description: On January 21, 2013, Plaintiff was unlawfully stopped and searched by NYPD Officers Estrada and Francis while seated in a parked car driven by his friend. He was arrested by NYPD Officers Estrada and Francis for possession of less than a gram of marijuana. Plaintiff was placed in a single handcuff that was too tight for his size and were not double locked in order to prevent them from further tightening. Estrada and Francis placed Plaintiff in a van operated by NYPD Officers Paltoo, Garitta, and Hawkins who preceded to drive with Plaintiff unsecured in the back for five or more hours.
