Description: On September 10, 2013, Plaintiff, an African American male, was driving with his family, when he was pulled over by Officers Fayaz Khan and Kengming Chan. While in possession of Plaintiff's license an registration, one of the officers told Plaintiff that he was stopped because items were blocking the front windshield. The objects referred to were hanging from the rear-view mirror. An officer also indicated that he observed a knife in the hand-rest compartment, to which Plaintiff said it was used at work to peel fruit.
