Description: On July 8, 2017, Officers O’Keefe Thompson and Emellyndl Alegre approached Plaintiff Raymond Crespo and his friends and began a conversation with them. During the conversation, a drink in Plaintiff’s hand was knocked over. Officer Thompson became angry, told Plaintiff to “come clean this shit up,” then grabbed his arms, slammed him onto the sidewalk, and dragged him several feet. While Plaintiff raised his hands to signal that he was not resisting, Officer Thompson yelled at him, “Do you know who I am? I’m from Brownsville.
