Description: On November 1, 2011, Plaintiff was buzzed by his grandmother into her apartment building so that he could provide care. Plaintiff lived in a different building in the complex. Plaintiff was stopped without probable cause by Defendant NYPD Officers Gregory Lomangino, Joseph Koch and Sergeant James Geissler, which officers had previously repeatedly stopped and harassed him in an effort to make Plaintiff move from the complex. Those officers had even visited Plaintiff’s apartment to force him to move out in part because Plaintiff relied on Section 8 vouchers.
