Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unable to Determine': The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Lawsuits

Roberts, Jevani vs City of Ny, et al.
Case # 517276/2024, Supreme Court - Kings, July 2, 2024
Complaint
Description: On September 22, 2023, at approximately 11:00 p.m., PO Harper and other NYPD officers assaulted and battered Plaintiff, placed him in rear handcuffs, and transported him to an NYPD precinct, where he was detained, questioned and searched, including being strip searched twice with a visual cavity inspection. The officers did not have probable cause or any legal justification for their actions. In order to conceal the false arrest, they intentionally made false statements to the prosecutor so that a criminal prosecution would be initiated against the plaintiff. All charges against the plaintiff were subsequently unconditionally dismissed.
