Description: On October 18, 2020, PO INGRAO, DONEWITZ, and CHAPMAN unconstitutionally stopped, questioned, and searched the lawful pedestrian, Plaintiff, on the Street. Then PO INGRAO, DONEWITZ, and CHAPMAN arrested Plaintiff by falsely charging him with criminal possession of a weapon, criminal possession of a firearm, obstructing governmental administration, and disorderly conduct. PO IN GRAO, DONEWITZ, and CHAPMAN tackled Plaintiff to the ground, assulated and battered and used excessive force, intentional conduct or deliberate indifference.
