Description: On June 19 2021, the Plaintiff was lawfully in his vehicle when he was unlawfully stopped by NYPD Officers David Damico, James Fowler, Evrett Kerr, and John or Jane Doe. They asked him to exit his vehicle and then illegally interrogated him about contraband. Subsequently they carried out an illegal search of inside the car for 10 minutes. The Officers proceeded to violently apply excessively tight handcuffs causing him severe pain.
