Description: On June 19, 2019, Plaintiff was lawfully on the sidewalk when he observed officers questioning an acquaintance. Numerous people started observing the interaction and Plaintiff started to videotape. Officers quickly approached Plaintiff in an effort to interfere with Plaintiff's video, assaulted, and arrested Plaintiff without cause. After being placed in handcuffs, officers pulled down Plaintiff's pants in public and attempted to search Plaintiff's person underneath his clothing.
