Description: On or about October 26, 2013, Plaintiffs Miller and Serrano were lawful passengers in the New York City Transit Authority Subway System. ​ After exiting the train, they intended to cross over to the downtown platform, but at the mezzanine, was stopped by PO Hung stopped Miller, demanding his metro card, claiming Miller had just come through the turnstile. ​Miller denied this and asked to speak to a supervisor, but was grabbed by the POs, was dragged up the stairs, pushed against a wall, and handcuffed. ​Serrano attempted to record the incident on his cell phone, but was told to shut up, shoved against the wall, had his phone smacked out of his hand, and was also handcuffed. ​ ​ The plaintiffs were frisked, sear...
